Note: For any discrepancy in interpretation, the English version will take precedence.
Note: It must be noted that this is a friendly tournament and to keep it as such, we must maintain an atmosphere of good fellowship and fun. Getting to know and understand this great Canadian Society makes us all winners.
1- Players admissability
A – All ball players must be Legion members in good standing of the Branch ball team.
B – All players must be signed up with said branch.
C – Branches represented in the Legion Inter-Provincial Softball tournament:
Bathurst(NB), Cowansville(QC), Jacquet River(NB),Dartmouth(NS), Kensington(PEI), Philipsburg(QC).
D – Categories: Seniors – 35 years of age and over.
Masters – 45 years of age and over.
E – Ball teams/players representing above branches may NOT change branches at any time for any reasons.
F – It as been agreed upon that, no other branch/city may join, unless unanimous acceptance from each and every branch listed above.
2- Tournament
A – On the first two days of the tournament, teams cannot at any time play two consecutive games within the same day. Semi-finals and finals games are the exception.
B – No interchange of players. I.E. During the tournament, all players must remain on one(1) team only and cannot play on two(2) teams.
Note: In the case of an injury, a player may be substituted by a player of the branch’s other team. Substitution will come from an equivalent position and being the eldest . (Fielder or Pitcher). All involved team representatives, for all qualifying games, four(4), for semi-final games, two(2), for final game, must agree.
A player, while being substituted for, cannot be part of the line-up. This section cannot be used to exceed nine(9) players for Seniors and ten(10) for Masters.
1 – A team may start the game when eight(8) players (Seniors) and nine(9) players(Masters) are present.
C – Games are scheduled for a duration of one(1) and a half(1/2) hour.
D – Lineups are to be submitted a half-hour before game scheduled time to the designated score keeper.
E – Teams must be ready to play at the time the game is scheduled, no grace.
(No field practice). If a team is not fully present, the game will be awarded to the team present at the scheduled time of the game, provided that they have the minimum number of players required. A differential score(Offensive/Defensive) of +5 will be awarded to the winning team.
1- Pitcher will have five(5) warm-up pitches at the beginning of the game and three(3) between each inning.
F – A maximum of five(5) runs per half inning allowed, except for the seventh(7th) which is open. The 10 run rule shall come into play after five completed innings.
G – Ties are allowed. Except games in semi-finals and finals.
H – The participation and standing to the semi-finals will be determined under the round-robin system. In the event of two(2) teams being tied, the winner of the game involving these two(2) teams will advance, assuming it was not a tie game. And if two(2) or more teams being tied for the semi-final qualification, the following tie breaking formula will be used:
1. Best record in head-to-head play among the teams.
2. Best +-.
3. Lowest ratio – runs scored against/innings played.
4. Coin Toss
I – Substitution is allowed, provided that the substituting player maintains the integrity of the batting line-up .The substituting player must play a complete inning. (Defense and
offense). A player cannot substitute for more than one player during the game being played.
J – Metal cleats are NOT allowed
K- Pitching
Preliminaries
The pitcher shall take a position with both feet on the ground and in contact with the pitcher’s plate. Preliminary to starting the delivery, the pitcher must bring his whole body to a full and complete stop facing the batter with his hips in line with the first and third base and with the ball held in one or both hands.
This full and complete stop position must be maintained for a minimum of one second and not more than ten seconds before starting the pitch.
A- In the act of delivering the ball, the pitcher shall not take more than one step, which must be forward, towards the batter and simultaneous with the delivery of the ball to the batter.
B- The pitcher may use any windup desired provided:
For Masters division
1. He does not use a windmill or crank type, or make a complete revolution in the delivery.
2. The hand does not exceed the height of the shoulder at any time during the delivery.
3. No contact of the ball with the body while performing the delivery.
For Seniors division
The same rules apply with the exception that the crank type windup is permitted. The windup must meet the requirements 2 and 3 of the “For Masters division”
Note: The driving hip must be squared to home plate when the ball is released.
3 – Teams
A – Each team will:
Defensively – play a minimum nine(9) and maximum ten(10) for Masters division, minimum eight(8) and maximum nine(9) for Seniors division.
Offensively – play a minimum of nine(9) and for the Masters division, play a minimum of eight(8) and a maximum equivalent to the total number of players on the submitted roster for both divisions.
1 – Spares are to be listed on official score-sheet at the time of submission to the scorekeeper.
2 – There will be no automatic out until batting line-up reaches below ten(10) batters for the Masters division and nine(9) players for the Seniors division.
B – Each team may substitute a base runner, provided the chosen player is the player that made the last out of the active inning. Substitution must be executed before the next at bat. No limits on the number of substitutions.
1 – In the case where the eligible substituting player is injured, the next eligible would be the player that made the previous out. The previous inning will be considered if the situation requires. The umpire will approve the substitution.
4 – Game
A – There will be NO “bunting” allowed.
B – Ground rules will be given by the umpire before the start of each game.
C – On overthrows over the fence or in the dugouts, from either the outfield or from the diamond, the runner(s) will advance one base. On overthrows that remain in bounds, the
runner(s) advances at his own risk.
D -The third base runner can only advance on a hit ball or forced in by a walk. Home plate can not be stolen under any circumstances unless the defending team attempts a play on the third(3) base runner while leading.
E – No contact(offensive) with the home plate is allowed. Offensive player must run over the crossing line. This line is located at the home plate on the edge closes to 3rd base and being perpendicularly to the 3rd base line Any contact with the home plate will constitute an OUT. Contact with the catcher, while he is in contact with the plate, will also constitute an OUT,
F – A no return line, located 10 feet toward the 3rd base from the crossing line will constitute a commitment from the runner toward the crossing line. The runner must continue toward the crossing once the no return line is crossed. This line will also be perpendicular to the 3rd base line.
G – Leading off of a base is permitted after the ball as crossed the plate.
H – For all other rulings, Softball Canada Rules shall apply.
5 – Equipment
A – The Worth 144 40 core has been adopted as the Tournament’s official ball.
B – Only Softball Canada approved bats may be used in the Tournament, bats to be verified and stamped by the home plate umpire prior to the start of each game.
6 – General
A – The host branch must serve a closing banquet.
B – All branches must have their branch flag to carry in opening parade as a sign of respect and representation of said branch by their team.
C – Should a Branch, for any reason, be unable to host the tournament on a specified date, said branch must bring it to the attention of the other branches early enough so other mutually acceptable arrangements can be made to hold the Tournament.
